Amongst the real “Farmers” in India, the ones facing the most acute distress seem to be tenant farmers. This is borne out by the fact that several micro-studies indicate that amongst the farmers committing suicides, tenant farmers are the largest in proportion. Due to various existing tenancy laws in different states and regions of India, tenancies or sharecropping or leased-in cultivation is not recorded in India, and there is no data system that provides any identity to tenant farmers. They are kept out of numerous schemes and support systems since they are not land title-holders for the land that they cultivate. They are simply invisible to the establishment and remain unsupported, whether it is agricultural credit, or disaster compensation, or marketing support. Meanwhile, as India shifts more and more of its support meant for farmers to DBT mechanism (PM-KISAN direct income support, or Rythu Bandhu scheme in Telangana for cultivation support), it is entrenching the interest of absentee or non-cultivating land owners to not reveal the real cultivators of their landholdings, and garner all the benefits themselves. To address the lack of identity, entitlements and support to tenant farmers, Rythu Swarajya Vedika (ASHA chapter in Andhra Pradesh and Telangana) is taking the lead.
